Basic resources

The National Library’s basic resources totalled €18.9 million in 2008.

Nearly 80 per cent of this consists of financing for operational expenditure, which the Ministry of Education grants for the National Library’s national duties. The rest came from the University of Helsinki.

Operating expenditure financing carried over from the previous year totalled €955,570, which was considerably less than the previous year.


Other funding

In addition to basic funding, the Ministry of Education earmarked €765,000 as a discretionary government transfer for the basic services of public libraries and for the expansion of activities.

The Library also had access to approximately €1.9 million of additional financing granted by the Ministry for the digitisation of national materials, as well as to €200,000 of project funding for the digitisation of university material.

The Ministry of Education granted €1 million for expenses incurred from the amendments to the Act on Legal Deposits. The University of Helsinki granted additional funding worth €250,000 for the acquisition of an automatic scanner set up in the Mikkeli facilities.


Income

Income from paid services totalled €925,869 and resulted in a surplus of some €200,000.

The National Library had a total of €460,000 in the University of Helsinki Funds at the end of the year.


Expenditure

Similar to previous years, the biggest expense items in 2008 were personnel expenses (50%), expenses from facilities (20%) and licence fees for electronic materials (15%).

Personnel expenses increased only slightly (3.6%) despite the 3.5 per cent across-the-board increase included in the collective agreement for public servants made at the end of the previous year, as well as the wages and salaries of the new pay system, which were implemented in full at the beginning of 2008.

The expenditure from the electronic material in the FinELib electronic library totalled €3.1 million.
